Necas said Germany and Austria would be probably the only remaining countries that would insist on the exception from the freedom of movement of the manpower in relation to the 2004 EU newcomers, including the Czech Republic.
Next year, an inadmissible situation will occur when the citizens of the EU presiding country, namely the Czech Republic, will not enjoy all the rights of European citizens, Necas said.
The Czech Republic will preside the EU in the first six months of 2009.

The 27 candidates that will seek the posts in the upper house include former rector of the Czech Technical University in Prague Jiri Witzany, the first post-Communist foreign minister and dissident Jiri Dienstbier and former controversial state attorney and deputy police chief Miroslav Antl.
Among the candidates, there are eight doctors, most famous of them being Vladimir Dryml, director of the Czech-German hospital in Vrchlabi, East Bohemia, who has refused to accept health fees from patients.
In Brno, the CSSD has fielded former director of the Brno accident hospital Milos Janecek.

The injured, aged 18-38, have suffered bruises and brain concussion, the server tn.cz said.
A youth, aged 24, has also broken wrists on both of his arms, Ernestova said.
Two ambulance cars and one car with a doctor were called to the scene.
The case is being investigated by the police. The anarchists seem to have started the attack. They vanished from the scene before the police came. The police are searching for them. If caught, they will face breach of the peace charges.

Zeman said he was not seeking such a support and did not put up any major effort to this effect.
He said he thought the presidential elections would be again a struggle of two political camps like this year.
The daily Pravo writes in its Saturday edition that the group Friends of Milos Zeman was being established in order to help support for Zeman.
Zeman said he did not rule it out.
“I think you should turn to the organisation, not to me,” Zeman said, adding that this was a group of the people who wanted him to return to politics.
He said he had only learnt about the group in the making from teletext.

Tamas said he wanted to speak with Klaus on his having appealed to U.S. Vice President Richard Cheney that he “saw to” the planned visit by Secretary of State Condoleezza Rice who is to sign the agreements on the radar.
Tamas disagrees with Klaus’s step. He wrote this in the letter to Klaus in which he asked him for the meeting on Friday.
Klaus’s spokesman Petr Hajek told CTK as Klaus had not yet seen the letter, he would not comment on it.
On Wednesday, Klaus and Cheney confirmed that there was the will to complete negotiations on the stationing of a U.S. missile defence radar in the Czech Republic.

The meeting is to take place in the first half of 2009 when the Czech Republic will hold the EU presidency and chairman of the Chamber of Deputies Miroslav Vlcek (Social Democrats, CSSD) will be in charge of the preparations.
On Friday, chairmen and deputy chairmen of parliaments of the V4 agreed that they would like to find a mechanism that could voice reservations about the legislation proposed by the European Commission.
The Lisbon treaty introduces the novelty that national parliaments may “return” bills to the European Commission.
The Lisbon treaty gives the right to be informed about all EC draft legislation in advance to the national parliaments.

The ODS, that is seized with panic when a referendum is mentioned, should be denounced in particular, Paroubek said.
He called on the CSSD to start the campaign now.
Paroubek said the Social Democrats must not be satisfied with their growing poll ratings, waiting passively that they would grab the victory without any effort, Paroubek said.
They must come up with their own proposals and alternative solutions to any major social problem, he added.
The CSSD must take a lesson from the past. It must bear in mind that it should win over a major part of society for the reform that it wants to implement, Paroubek said.

Zeman’s followers are establishing a civic group with the preliminary title “Milos Zeman’s Friends,” it adds.
Officially, they want to present his views and achieve the aim that politics should become again the public affair, not only the affair of narrow groups, Pravo writes.
Industry and trade minister in Zeman’s government Miroslav Gregr is in charge of coordination and he is also its spokesman, it adds.
Gregr told Pravo that the work on the establishment of the group was in full swing and its members wanted to meet friendly lawyers, write down statutes and draft the registration.
Gregr said he would like to meet Zeman over the plan at the end of June.
